Boianovsky"},"content":{"rendered":"<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>In the late 1970s Paul Samuelson drafted the outline of a paper, never published, with a critical assessment of the theoretical innovations of postwar development economics. He found it a \u201cvital\u201d but essentially \u201cnot tractable\u201d subject, with a \u201cvoluminous\u201d and \u201crepetitive\u201d literature. This article discusses how that assessment fits in Samuelson&#039;s published writings on economic development, throughout several editions of his textbook\u00a0<em>economics<\/em>, and in papers he wrote before and after that assessment. Increasing returns posed to a main analytical hurdle, together with the elusive attempt to provide \u201claws of motion\u201d of economic development.
