He found it a \u201cvital\u201d but essentially \u201cnot tractable\u201d subject, with a \u201cvoluminous\u201d and \u201crepetitive\u201d literature. This article discusses how that assessment fits in Samuelson\u2019s published writings on economic development, throughout several editions of his textbook\u00a0Economics, and in papers he wrote before and after that assessment.
